Decommissioning of massive offshore oil & gas facilities is a complicated job by any yardstick.
8In India, OISD has recently granted in-principle approvals to only two jobs so far:  the Tapti facilities of the PMT JV and the Reliance FPSO.
8The framework in India is patchy, more than one agency is involved and there is considerable overlap
8The OISD has to job of supervising 600 E&P assets but has inadequate manpower
8The big challenge will come when dozens of ONGC assets have to be decommissioned.

The PMT JV was lucky to have ONGC takeover the Tapti Process Complex Platform.
8The platform, which was recommissioned in April 2017, is taking on a significant amount of work conducted by ONGC's B&S asset
8A lot of wells and wellhead platforms of the asset which were earlier meant to be connected to an MOPU are now connected to the Tapti platform.
8The entire Daman, C-26 and C-series fields are being connected to the platform.

Orders are coming in the offshore equipment and services market but that does not mean rates are going to go up soon
The following is the synopsis:
8Floaters: Contractors have retired more than 30% of the total floater fleet since the downturn started in late 2014. The expectation is that the retirement trend will continue as the industry is still looking to cut costs.
8Jackup rig market: A rate increase is unlikely in the near future unless the fleet retirement rate goes up
8Subsea and field development markets: Christmas trees orders have more than doubled but offshore equipment installation will take place only from 2019 onwards. This implies that fleet utilisation across the subsea segment is likely to remain subdued at least through 2018 and into 2019. However, the backlog for the largest subsea EPC contractors improved slightly in 2017 and are showing further improvement through 2018.

8Project Description: (NEW DESCRIPTION) Chennai Petroleum Corporation Ltd along with its  EPCM contractor is currently undertaking contracting activities for a new FCC gasoline desulphurization unit with a capacity of 0.6 MMTPA and expansion of the DHDT unit from 1.8 MMTPA to 2.4 MMTPA at its Manali refinery. Detailed engineering activities are on in the project. RFQs for the equipment including long lead items are already out and of the 346, orders for 341 equipment have already been placed. Currently, civil work is going on, approval for construction drawing has been issued for the FCC GDS, DHDT and SRU units. 3D model review for the sulphur recovery unit is almost 90% completed. About 977 MT steel requirement is coming up. RFQ for the composite work in sulphur recovery unit has already come out. A slight delay has occurred in the RFQ for the CRWS package work. Further RFQs are expected soon.

The CNG supplier is claiming that its supplies will be significantly cheaper than LNG
8The company has put together a new CNG ship whose storage system is made up of closed packed high strength steel pipes in which CNG is stored at near ambient temperatures, avoiding complicated cooling and liquid-push systems that are now available in normal CNG ships
8What is more the ship and containment system can be fully constructed in a conventional shipyard
8India is the target country as of now given its large CNG use
8Market research done by the company claims that delivered CNG will be "very cost competitive" with current delivered LNG cargoes

Looks like the much talked about supply glut in the LNG industry, that was meant to kick in in 2018, is not really to be seen anywhere around.

8Winter demand is expected to be robust enough, despite higher supplier of gas through transnational pipelines to China, to keep prices high.
8There is perhaps a slight period of uncertainty between the winter of 2018 and the summer of 2021, when new capacities come on stream, but the market will tighten considerably from 2021 onwards, just when new gas from India's KG Basin begins to come in.
8High LNG prices is bad news for India, as it is a highly price sensitive market. Affordability in India is in the range of $5-7/mmbtu and not in the $9-11/mmbtu range at which LNG prices are ruling.

Did you know that the waste cold from India’s projected LNG imports in 2022 could fuel over 5 lakh liquid air refrigeration units?
8A typical LNG terminal re-gasifying 7,100 tons of LNG/day can produce enough liquid nitrogen to provide the cooling for almost 1,100 chilled and frozen refrigerated trucks operating around the clock; and peak time cooling (three hours a day) for 7.5 million cubic meters of frozen space
8Then again, new technology is coming in that use liquid air or liquid nitrogen to deliver zero-emission power and cooling. Such engine and cooling systems in cold chain transport can be highly efficient with zero polluting emissions. This technology will reduce fuel costs (refrigeration alone consumes as much as 20% of truck’s fuel) dramatically for refrigerated trucks.
