Propped up by anti-dumping duties and domestic value addition caveats, the Indian pipe manufacturing industry is undergoing an unprecedented boom. 8The industry, monopolized by a handful of well-connected manufacturers, have seen realization go up by about 50% for every MT of sale. EBIT on pipes have more than doubled 8Clearly, all of this is at the expense of the domestic oil & gas industry 8But despite all the controls, the Chinese are still trying to compete. So what this means is that the cost curve for pipes for the oil & gas industry has gone up on account of protective measures. 8Ironically, low prices quoted by Chinese manufacturers helped the oil & gas industry to lower costs. The effort was subsidized by the Chinese economy. 8With dumping duties and other restrictions, the Chinese subsidy has now turned into a domestic premium, with the money being transferred from the oil and gas sector to domestic pipeline makers 8All of this has happened without a murmur of protest from any quarters. 8Domestic pipe manufacturers are expected to reap record profits in the current year and 2019-20, the prediction goes. The pooled price mechanism and a finetuning of the domestic gas allocation matrix have changed the indigenous v.LNG usage pattern among key gas consumers in India 8These changing demand dynamics are to a very large extent dependent on government policies. 8And these policies are fickle 8There is hope that gas based power stations may get a new lease of life as they switch away from being base load stations, given the massive infusion of renewable power. 8Similarly, it is government-pushed investment in urea units which is creating demand for extra gas for fertilizers 8What if allocation priorities change, as is possible in case of city gas distribution? Dharmendra Pradhan can always proffer an argument that his job was to deliver the cylinder to the poor household, which he did, and it is up to North and South Block to ensure that the household had enough income to refill the cylinder. 8But there is a lot of finetuning in the scheme which he can still do. 8Last mile delivery issues, including a faulty ordering system, are a big problem and given the infrastructure and clout available with oil companies this gap can be plugged on an immediate basis before the 2019 elections. 8Execution is Pradhan's forte, and the last mile issues are just execution snags. They are solvable but he needs to move quickly on them. 8The minister also needs to sharpen his presentations to both the finance minister and the Prime Minister on the finetuning needed, to push the refill rate up. 8He needs to put his numbers together in a different sort of way before his leadership than he has done so far. 8Also, he needs more independent feedback loops and measurement matrices than are being provided to him by oil marketing companies. What should India do about Iran? 8It is cutting down its exposure by whittling down its crude purchases, China is not. 8CNPC stepped in when Total withdrew from the $5 billion South Pars field 8Should OVL then stick around and cut a deal for the Farzad B field now that the Europeans have fled? 8The problem, however, is less with India and more with Iran. 8Even though India went to great lengths to help out Iran when it was under sanctions, the reciprocity was absent when they were lifted. 8But then India has been pusillanimous too.
