The industrial belt of Morbi has been in focus following a National Green Tribunal order which forced the ceramic cluster to switch to using gas instead of coal.
8Peak gas consumption from the cluster is pegged at 6 mmscmd. There are 100 such industrial clusters around the country, which the NGT believes can switch from using coal or liquid fuels to gas, thereby opening up a  huge opportunity for gas suppliers.
8The gas is supplied by Gujarat Gas and transportation is through the GSPL network. Gas contracts are short term in nature, ranging from 2 to 3 months.
8The very nature of the gas supply matrix is such that the cluster is unable to negotiate a better gas price -- with LNG spot prices now a little over $4/mmbtu -- with competing suppliers as it is under the grip of two monopolies, one, the supplier of gas and the other, the transporter.
8The PNGRB is trying to loosen up this grip by calling for application of the common carrier concept to local area gas suppliers but the fact that Morbi will not stand to gain from it is a glaring of example of how regulations can fall way short of expectations.

What happens to Numaligarh Refinery, if Saudi Aramco were to take over BPCL?. The latter owns 61.65% of the refinery. Already, political noises have begun emerging in the North East over its "privatization" and the need for the company to be kept out of private hands.This website's view is that the government must ignore what would soon become a strident demand to handover Numaligarh refinery either to Indian Oil Corporation or for OIL India Ltd and the Assam government, who are already stakeholders, take over the refinery.
 8The 6 MMTPA refining expansion is being built on a 50% excise rebate and a Rs 1000 crore central government capital subsidy. 
 8When the refinery is expanded, most of the the extra capacity will only cater to demand originating outside of the North East. The industrial climate in the region is poor and it is unlikely that enough demand for petroleum products will be created there to keep a 9 MMTPA refinery going. There are three other refineries already operational in Assam and jostling for market share. Then again, what is the point of importing crude via a pipeline all the way from the East Coast, and then taking finished products back through a pipeline that will run parallel to the one importing crude?
 8The expansion of the refinery is wrongly seen by the Modi led BJP government as a sop to the industry-deficient and militancy ridden North East of India. This was exactly the logic on which the existing refinery was set up when Rajiv Gandhi signed the Assam Accord with the agitating All Assam Students Union in 1984.
 8But a lot of a water has flown down the Brahmaputra since then. Stagnating crude production from the Assam fields now means that a 1,350 km crude import pipeline all the way from Paradip will now have to feed the refinery expansion. It is also a well established fact that a state-of-art refinery employs very few people and the Numaligarh refinery, per say, had little or no economic linkage with the rest of Assam's economy. More so, as no refinery related ancillaries have come up in Assam.
 8Bangladesh and Myanmar are also meant to be target markets for the Numaligarh refinery when its refinery capacity expands. The question is should a subsidised Indian refinery be selling petroleum products to a neighbouring country or to its own people? It is also a myth that Numaligarh can help sell Indian petroleum products in Myanmar. The route to Myanmar is long and torturous, and traverses difficult, militancy ridden terrain. A pipeline will be unviable given low offtake in areas bordering India and the fragile border roads will not be able to take the load of tankers ferrying MS and HSD from the plains of Assam to the Burmese border.
 8Let the new owner take a call on the fate of the Numaligarh refinery. If they do not want to go through an expansion, the subsidies to be granted to the refinery should be pumped back as cash into the state by the govenment to build schools and hospitals and spruce up its dilapidated infrastructure. This will provide a miuch higher social return on investment than doling it as a subsidy to the refinery.
 8It is however to be noted that all central governments become a little weak-kneed when it comes to dealing with the North East. Manmohan Singh, before he demitted office, forced GAIL to set up a subsidized petrochemical cracker unit in Dibrugarh, in the easternmost foothills of the Himalayas. The central government continues to foot its capital and fuel subsidy bills.
 8The Numaligarh refinery may still be bailed out by the central government but that will be for the wrong reasons. Yes, the North East needs help but there are other better ways of helping out. Editor: Indianpetroplus.com Details
