Rapid decarbonization goals in some countries and the need for full accountability of methane emissions may curb the offtake of LNG sooner than later, according to new research.
8This may make some of the new LNG projects undergoing Final Investment Decision vulnerable to fresh regulations and demand offtake changes which may make them uneconomic.
8The major challenge to the future of gas will be to ensure that it does not become unaffordable (as is the case with many low income countries) and/or uncompetitive, long before its emissions make it unburnable.
8The true test for LNG as a viable fuel will come when methane emission, from oilfield to delivery point, is transparently calculated. It will then have to seen whether emissions are lower or higher than competing fuels, such as solar and even coal.
8The website also carries here new data on breakeven cost of gas delivered from new LNG plants coming on stream in 2023-24 to India
Click on Details for more Details
In order to remain affordable, gas must be delivered to high income countries at below $8/mmbtu and low income countries at below $6/mmbtu.This conclusion was based on a ten
year data set from the International Gas Union on natural gas prices in more than 100 countries.
8China, India and a significant number of south and southeast Asian markets have substantial growth potential compared with their 2018 LNG import levels. Projections in Table 2 show Chinese LNG imports increasing from just under 70 bcm in 2018 to 132-163 bcm in 2030, and India from 30 bcm to 42-52 bcm over the same period. In eight south and south east Asian countries LNG imports are likely to increase from 24 bcm in 2018 to 108-140 bcm in 2030.
8But five of the latter are in the less than $6/mmbtu price category and therefore may find it challenging to increase their imports on this scale but results will depend on a combination of the capacity of their governments to subsidise, and the elasticity of demand as prices increase.

Crude tanker rates have hit 15-year highs
8The last VLCC reported as provisionally chartered was the 2004-built, Dynacom-owned Folegandros, by Reliance, at $273,000 per day
8The vessel’s age and ex-drydock status represented a discount for the Middle East Gulf-India voyage, and was below several fixtures seen on Friday above $300,000 per day.
8Shipbrokers have struggled to digest the unprecedented surge, last seen in 2007 and 2008 when one ship fixture would result in a six-figure commission. Shipbrokers typically earn 1.25% of the chartering cost.
8Charter rates will not come down any time soon

The PNGRB draft that allows for 20% capacity booking under the common carrier concept in CGD infrastructure has exciting the industry like never before.
8Those with existing infrastructure are opposed to the proposal
8But there are many who want the networks to be opened up for third party use
8Adani, for example, wants a 'focus group" to be set up. Others want more than 20% of capacity to be declared as common carrier.

Rapidly changing developments on the international gas demand, supply and pricing fronts will limit India's capacity to develop its offshore gas assets from here onwards.
8The cost of gas needed for Indian offshore gas assets to get capital approval will have to be pegged significantly lower.
8The benchmark may not even be the DES price for spot LNG in the West Coast of India but the competitive price at which a liquefaction facility can deliver LNG to India while still breaking even or earning a viable return on investment, once demand for LNG begins to fall as a result of decarbonization.

Shipping charter hire rates for crude oil has shot through the roof
8In just over a week, the cost of taking a barrel of oil on that route, through the cheapest possible way, rose by $6 per barrel.
8Higher rates at the end of the year have been expected for quite some time, in light of the transition to marine fuels compliant with IMO2020 regulations7 starting in January 2020.
8Compliance with these guidelines is set to raise transportation costs by at least $100 per tonne.
8But recent attacks on shipping is expected to keep the market on fire for some more time
8There is also the equation of surging US crude exports.
8Then again, the US has imposed sanctions on two Chinese shipping companies, pushing charter rates higher

The Adanis seem to have more than recouped their investment cost in the gas sector through a $600 million deal with Total.
8And not just that, they may have got enough cash to fund future expansion of Adani gas and the Dhamra LNG terminal with the money given by Total.
8The point here is that big money can still be made in the oil & gas sector, once the regulatory hurdles are cleared and asset creation is promised. With financial muscle power and connections, extraordinary returns are possible in India in the oil & gas sector, the Adani deal seems to signify.
8With IOC and GAIL stepping away from the Dhamra LNG terminal, Adani was able to capitalize 50% of the stake to Total.
8Then again, the city gas distribution asset stands capitalized at a significant value as well.
8The next move is likely to be on the Mundra LNG terminal: Will the Adani-Total JV, a formidable combine, be able to wrestle the commissioned but non-functional LNG terminal out of the grip of GSPC?
8And what about Total: Did it pay the right price for a stakes in Adani's gas ventures?

An international survey on the implications of the IMO 2020 regulation on use of low sulphur fuel has thrown up some very interesting conclusions. The following questions were asked:
8Where is your business located?
8How many vessel (s) do you currently manage/operate?
8Which of the below statements describe your intention about the IMO 2020 Sulphur Regulation?
-- One way or another, our vessel(s) will definitely comply with the Regulation
-- Not sure, we shall wait and see how the market will react...
-- No way we can comply, our vessel(s) will not be commercially viable under this Regulation
8How do you intend to comply with the IMO 2020 Sulphur Regulation?
-- By having installed exhaust gas cleaning systems or “scrubbers”?
-- By using gas as a fuel or low-sulphur compliant fuel oil?
-- Ny using other meansures?
8The IMO 2020 Sulphur Regulation is planned to come into force on January 1st 2020; do you think that this date can change?

The man to watch in the gas sector is Akhil Mehrotra, the chief executive officer of Pipeline Infrastructure Ltd (PIL), owned by Canada's asset management company, Brookfields, and owner of RIL's East West Pipeline.
8It was a controversial acquisition, and the deal with the promoters of RIL took place a day after the PNGRB, under DK Sarraf, tripled the tariff rate for the pipeline. There had been serious accusations of gold plating of the cost of the pipeline.
8Mehrotra is an IIM Bangalore product, and has line function experience in the India's gas supply chain. It was smart on Brrokfield's part to pick him for the job.
8Even though the takeover of the pipeline was mired in controversy, the very fact that it is owned by a foreign asset management company means there will be more transparency in its decision making. It can perhaps set the trend for other pipeline companies whose workings are completely opague.
8PIL admits it is making a loss on its transaction as of now, with borrowings at a massive Rs 12, 711 crore but it is hopeful of the future. Mehrotra's biggest challenge will be to ensure servicing of this loan component on a standalone basis, while also guaranteeing a return on an equity capital of Rs 3000 crore, on a pipeline that has a low capacity utilization level.
8Can we expect some innovative thinking coming out of the company? What are the two defining KPIs set for Mehrotra by Brookfiled?

The development of enhanced oil recovery (EOR) techniques over the last decade contributed to politicizing the subsurface – that is, putting underground resources at the center of social unrest and political debates.
8This is a case history of one country which took sub surface politics seriously enough to discourage the use of EOR techniques.
8In India however, EOR is actively promoted by policy. Cairn India, till recently, took pride in sponsoring the world's largest polymer flooding programme, which pumps large volumes of chemicals, some of them carcinogenic, into the ground.
8Will sub surface politics ever emerge in India as a potent counter movement?
