8If the delays are on account of a failure on the part of any government agency to provide the requisite clearances, the operator will have the right to walk away without paying penalties
8The various circumstances under which these rules will be applied have been clearly spelt out
8Discretion has been allowed to the DGH to determine whether delays have occurred entirely on account of lack of clearance from government agencies or due to some willful default on the part of the operator
8In case of the latter, the operator may have to end up paying statutory penalties to exit from a block
