The basic requirements for such a market have been identified as: --A hands-off government approach to natural gas markets -- Separation of transport and commercial activities -- Wholesale price deregulation -- Sufficient network capacity -- Nondiscriminatory access to networks -- A competitive number of market participants and involvement of financial institutions.
