8Project Description: Haldia Petrochemicals Limited (HPL) plans to set up a crude-to-chemical refinery-cum- petrochemical complex at A.V. Nagaram village, Thondangi Mandal in the East Godavari district of Andhra Pradesh. The refinery will have a capacity of 7.5 MMTPA. TOR was submitted on 27 March 2019 and granted on 27 April 2019. ABC Techno Labs has prepared the Pre-feasibility report. Development Consultants Pvt. Ltd. has done in the site survey. The project is still in the initial design phase.. RFQs for the EIA is expected soon. Further HPL has decided to execute the project in PMC mode.
Equipment needed: reactor, furnace, stripper, fractionators, columns/vessels, trays/plates, compressors, pumps, distillation tower, filters, dryer, valves/nozzles, pump/compressor, heater, columns/vessel, air blower, distillation column, vessels, condenser, centrifuge, de-waxing unit, separator, absorber, filters.

The refinery will have a capacity of 7.5 MMTPA. The product slate for the petrochemical complex is as follows, along with quantity: High Density Polyethylene (HDPE:1200 KTPA); Monoethylene Glycol (MEG:750 KTPA); Poly Vinyl Chloride (PVC:600 KTPA); Styrene (600 KTPA); Ethylene Oxide Derivatives (100 KTPA); Para-Xylene (PX:1600 KTPA); Butadiene (230 KTPA); 1-Butene (100 KTPA); Benzene (750 KTPA); Polypropylene (1300 KTPA); Phenol (300 KTPA); Acetone (180 KTPA); Isopropanol (IPA: 100 KTPA); Propylene Oxide/ Propylene Glycol (300 KTPA); Polyether Polyol (300 KTPA). Various process units involved are: Crude Distillation Unit (CDU:12000 KTPA); Atmospheric Residue Desulfurization Unit (5900 KTPA); Integrated Hydrotreating Unit (3400 KTPA); Hydrocracker Unit (2800 KTPA); Continuous Catalytic Reformer Unit (2,200 KTPA); Paraxylene Recovery Unit (1,600 KTPA); Delayed Coker Unit (1,750 KTPA); Coker Naphtha Hydrotreating unit (300 KTPA); Fluidized Catalytic Cracking (3,200 KTPA); Hydrogen Plant (200 KTPA); Hydrogen PSA Unit (21 KTPA); Sulfur Recovery Unit (200 KTPA); Sour Water Stripper (SWS:200 KTPA); Amine Regeneration Unit (ARU:2,100 KTPA); Cracker and Associated Unit (1,600 KTPA); Butene-1 (100 KTPA); Polyethylene Unit (1,200 KTPA); Monoethylene Glycol Unit (MEG:750 KTPA);Ethylene Oxide Derivatives (100 KTPA); Poly Vinyl Chloride Unit (PVC:600 KTPA); Styrene Unit (600 KTPA); Polypropylene Unit (1,300 KTPA); Phenol Unit (300 KTPA); Isopropanol Plant (100 KTPA); Polyol unit (300 KTPA). Meanwhile, the execution mode has not been decided, whether it will follow the the PMC or EPCM model, going through to licensor and EPC/LSTK mode. There is also no confirmation yet on whether the project will be done in phases and how the capital approval phase will go through.
