Project Name: Dabhol Greenfield breakwater LNG Terminal (GAIL)

8Project Description: Gas Authority of India Limited along with Konkan LNG Pvt Ltd. has hired Engineers India Limited as a PMC contractor to complete the abandoned and semi-finished breakwater at Dabhol LNG Terminal, Konkan. A Rubble mound structure with patented armour blocks type of breakwater having a length of 2.3 Km and approx 80-meter width is going to be constructed. TOR has been granted on 27 june 2019. Ultratech environmental consultancy and laboratory has been selected as EIA consultant and also done the site survey further seeking for environment clearance. The breakwater will protect the captive jetty from the rising water level in the rainy season. Selection for the EPC contractor for the breakwater construction is going on and will get finalized by the end of the Sep-2019. Further RFQs are expected soon.
The facilities at the LNG terminal include a 2.3 km long offshore breakwater, approach channel,1750 m long approach trestle, jetty head with berthing and mooring dolphins, navigational dolphins, tug berths, LNG unloading arms, LNG unloading lines, vapour return line, 3 numbers of LNG storage tanks, boil off gas compressors, re-condenser, vaporizers, low pressure and high pressure pumps, low pressure and high pressure gas export systems, gas metering arrangements.

Background:

There has been a set back in GAIL's plans to complete the breakwaters for the 5 MMTPA LNG terminal at Dabhol. GAIL is going through the motions of filing a fresh environment clearance for the project after it found out that the earlier clearance had expired.A pre-feasibility report has been submitted, to be followed through with other reports leading up to a fresh environment sanction.
Earlier, there was apprehension that the environment clearance may take time but project sources are now saying that a PMC contractor will be finalized by the end of September, and the selection process is currently on. No details are available yet on the companies in the race
Authorities are saying that RFQ for civil works will be out in November. Let us wait and watch

A Rubble mound structure with patented armour blocks type of breakwater having a length of 2.3 Km and approx 80-meter width is going to be constructed. The breakwater will protect the captive jetty from the rising water level in the rainy season. RFQ for the Gas Driven Compressor has already come out. Tender for the EIA/CRZ consultant has already come out. MECON Limited, Ultra Enviro Systems Pvt Ltd. and Mantec Consultants Pvt Ltd. are the major contenders in the bid. The finalization of the bid is expected by a month. Further RFQs are expected soon.

15/06/2018 (Update)

Gas Authority of India Limited along with Konkan LNG is planning to complete the abandoned and semi-finished breakwater at Dabhol LNG Terminal, Konkan. The works on the breakwater should begin shortly. Currently, the terminal can operate only about eight months between October and May in a year due to not having a breakwater. Further RFQs are expected very soon.
