ONGC's blacklisting process: Full of holes
Oct 11: ONGC's blacklisting procedures are such, that when a company is put on holiday, it can continue to bid for items other than those for which it has been blacklisted, it seems.
8It happened with Halliburton, which has been blacklisted from participating in tenders involving drilling bits because it forged the data but it continues to tender for all other products and services that ONGC tenders out
8What is more, blacklisted companies can happily bid in tenders floated by JV partners, in which ONGC is a partner
8A case at point is the award of a tender by the ONGC-Cairn JV for the Nagayalaka oil field for supply of downhole equipment to a blacklisted company
8The logic, however, is that the company was banned for the supply of ERD and PBR packers and not for downhole equipment
