Change orders are always allowed for LSTK contacts of ONGC but nor for consultancy contracts.
8A decision was taken recently by ONGC apex Executive Purchase Committee to change the rules.
8A committee is soon to decide how change orders are to be incorporated into consultancy contracts as well.
